HB 211 will put a moratorium on fishing contests for cownose rays through July 1, 2019, and requires the Maryland Department of Natural Resources to develop a management plan for the rays by December 31, 2018. We are hopeful that the plan will result in a permanent ban on cownose ray fishing contests.
